Bulan, Sorsogon, November 23, 2009: Mayor Helen C. De Castro, seeking a third-term re-election in May 2010 and her Lakas-Kampi-CMD party line-up, were early birds in filing their certificates of candidacy before the local Commission on Elections today. Except for Vice-Mayor Manuel D. Gogola, who is still in Manila, all the councilor candidates were present.
Mayor De Castro is seeking to set a record third straight term to duplicate the feat of her predecessor three-termer husband-mayor, Guiming, who is now vying for the vice-gubernatorial candidate in tandem with former Governor Raul R. Lee.
Among the De Castro’s line-up, four are incumbent councilors, Kagawad Patricia Guran, Kagawad Simmy Gerona, Kagawad Jolife Dellomas and Kagawad Guillermo C. De Castro, Jr. The other four are also very strong contenders and they include incumbent three-termer Provincial Board Member Bernard Hao, former three-termer Kagawad Jose Tan, Zone 4 Barangay Chairman Chito Del Monte and Engr. Ronnie Gigantone.
Except for freshman Kagawad Bobby Que, Mayor De Castro’s present political group in the Sangguniang Bayan comprises the majority. Of these members, Kagawad Joey Guban is seeking a Provincial Board Member position, graduating Kagawad Elmer Burias will run as an independent vice-mayoralty candidate but will support Mayor De Castro, while Kagawad Augusto Geronga is due to finish his three-terms.
In the last four elections since 1998, the De Castro line-ups have consistently captured the majority of all the Council seats.
The present surveys show Mayor Helen De Castro and her group showing a very clear margin ahead of the political opposition. In 2004, De Castro defeated all the five other opposition candidates even if their votes were combined, and in 2007, she trounced her two other rivals by more than five thousand votes.
At present, the political opposition of Bulan, divided in two other groups, are still trying to complete their slots. The period of filing shall last until December 1.
